A melhor maneira que encontrei de fazer isso é com um Reconhecedor de gestos. Outras maneiras envolvem muita programação hackeada que duplica imperfeitamente o código da Apple, especialmente no caso do multitoque.
Aqui está o que eu faço: implementar um reconhecedor de gestos que não pode ser evitado e que não pode impedir outros reconhecedores de gestos. Adicione-o à visualização do mapa e, em seguida, use os toquesBegan, toquesMovidos, etc. de gestoRecognizer, conforme desejar.
