Eu escrevi uma solução simples em Python, caso alguém esteja interessado. Ele usa o bisect
módulo e uma lista de retorno temporária, que é mantida classificada. Isso é semelhante a uma implementação de fila prioritária.

Demorou cerca de 40 segundos para calcular isso para 100.000.000 de elementos, então estou com medo de fazer isso por 1 bilhão. Para ser justo, porém, eu estava alimentando a entrada do pior caso (ironicamente, uma matriz que já está classificada).
