Configurações estranhas de segurança do Windows Server 2016

Então, eu tenho tentado instalar o XAMPP e executá-lo no meu ambiente do Windows Server 2016, e a versão do Windows Server em que estou parece ter um monte de configurações de segurança estranhas. Então, ao tentar instalar o XAMPP, fui recebido com uma mensagem de erro dizendo "Como uma conta de usuário da conta de usuário ativada no seu sistema, algumas funções do XAMPP são possivelmente restritas." Então, tentei desativar as configurações do UAC, como sugerido, mas ainda recebi o erro. Continuei com a instalação e agora estou recebendo um monte de erros ao tentar executar o apache, assim:

Tenho certeza que são as configurações de segurança estranhas que esta máquina possui. Existe alguma maneira de verificar e desativar alguns desses recursos de segurança? Eles são muito irritantes e atrapalham.

E outra coisa, meu servidor Arma 3 está tendo problemas para se conectar ao meu banco de dados. Talvez isso tenha algo a ver com as permissões também?
