ATUALIZAÇÃO - Remover meu dongle wifi USB parece curar o problema. O mesmo acontece com a desativação da rede (mas não a desativação do wifi sozinho). O que agora?
ATUALIZAÇÃO 2 - O comando 'uptime' diz que há 2 usuários conectados. Isso certamente causará o comportamento que estou descrevendo. Vou vasculhar e ver se consigo determinar quem é o outro usuário. Deixa pra lá, isso foi devido apenas ao terminal que eu tinha aberto na área de trabalho.
Se eu entrar em qualquer conta, escolher 'desligar' ou reiniciar leva-me ao greeter. O mesmo acontece no próprio recepcionista - sou deixado lá. Nenhum outro usuário está logado.

sudo -halt e sudo reboot funcionam como deveriam.

Meu kernel é 3.2.0-35, tentei também inicializar kernels antigos:
- 3.2.0-32, 31, 30, 29, 26, 25, 24, 23, 22 -> Sem diferença
Conforme as sugestões no bug https://bugs.launchpad.net/ubuntu/+source/gnome-session/+bug/838792 , tentei:
- Ganhei meu /etc/init.d por serviços usando su e removeu 1 (ClamAV).
- Killed PulseAudio

Solução: Encontrei uma solução. Não o estou usando como resposta, pois não identifica a causa raiz, mas para outros que estão satisfeitos com apenas uma solução, devem tentar este conselho de grendndelman.net
Crie um arquivo chamado /etc/polkit-1/localauthority/50-local.d/usershutdown.pkla (o nome deve terminar em .pkla) e coloque o seguinte:

Eu apenas tentei, mas sem efeito. Obrigado mesmo assim. Eu também tentei fazer isso para todos os usuários (exceto convidados), mas ainda sem sorte. Parece estar diretamente relacionado à rede.

Feito Alex L. Interessante você perguntar sobre grupos. Eu estava mexendo com eles na época em que o problema começou, para dar a outros usuários acesso à partição "Movies", que era de propriedade do usuário do filme.
